If a problem was found in the 1.x stream that still exists in the 3.x stream, the issue should be updated and if necessary the priority adjusted up but never down. Issues that were found with 1.x have proven to be more than just simple nusances over time. Issues need to be tracked and confirmed at each major release to insure that they are still valid.
