I think it's sufficient to add the usernames of those accounts that attach spam to issues (not issue numbers).

The framework allows to restrict the permission to add attachments to an issues. At the moment this is allowed to all registered and logged in user. We could restrict this to all users that have a role in the QA project (plus/including the canconfirm role).

I think we should not restrict the ability to add attachments. There comes valuable input on that way - for example patches and example documents.

I would prefer to allow only humans to create accounts. However this is realized in detail.
