It is remarkably difficult to just write this kind if code so I'm strongly of 
the opinion that you **must** only fall back to this if there is no system 
found uuid generator.

Especially as we don't have anyone with cryptographic experience to review it.

I think it makes sense not to fail if no uuid generator is found, but I don't 
have the expertise to ensure that this is a good generator.
