I propose a plan to get the web-site published asap.
1. merge_website branch and its pull requests are merged to master so that
master becomes the most up to date version and people can proceed with updates
as normal.
(assuming this is the most up to date version, it's unclear to me why a
separate branch was used)
2. The GetInvolved page is replaced with the template Kathey provided a link to
and is updated to reflect Quarks. This seems to be boiler plate and not require
any detailed knowledge of Apache process.
3. The web-site is published.
Then others can get involved with any outstanding issues (missing links, fix
content, additional content etc.) by issuing pull requests to master (standard
development practice).
