I have gotten rid of the getinvolved.md in favor of community.md based off
of the template mentioned in QUARKS-2.
The Contributing link currently points to a general Apache site:
http://www.apache.org/foundation/getinvolved.html We will want to update that
in the future.
I have tested and all links go somewhere.
