I think it is better to do all reorganization in one gulp. That way, any
users who are affected get affected once, and will see a stable
organization going forward.
I'm not sure the details require a second vote now, rather than being
covered by the release vote.

org.apache.river.impl as per dev discussions some time ago.
Also suggest that start is moved into api and discovery constraints
moved into net.jini namespace.
