Thank you Josh for starting the discussion and Keith for agreeing :)

Rya had 2 releases as Apache incubator project and we are working on the
third one, each with a different release manager. We added two committers
and PPMC memebers so we are now familiar with the process. I'm not aware of
any IP issues.

I'll look at the graduation guide Josh pointed out and let's see what we
need to do. Updating the status file is on top of that list.
