Since RankedServices provides an iterator I would expect that the services with 
the highest ranking are returned first, then the ones with lower ranking. We 
should definitely clarify that in the JavaDoc of RankedServices. I cannot come 
up with a good use case where you would be interested in an iterator where the 
services with a lower ranking come first!
