some more probing here, the ":addr" qualifier has the same problem with
get('To') and get('Cc'), in that only the first entry is returned
I know this is working right somewhere inside the code because SA debug shows a
list of all To, Cc, and envelope recipients from the Received header, but it's
not being passed to the APIs
