#3 may be a solution that does not appropriately fit the technology of DNSBLs. 
I already gave some reasons why it may be impractical. I believe those reasons
to be valid.

A solution that more appropriately fits the problem is to use feed back the
abused subdomains to the hosts.  We did that with Yahoo/Geocities/Tripod and
they eventually got things cleaned up.  It took longer than anyone wanted, but
the end result is that most of the abuse stopped.  For hosts that are so
negligent as to not clean up, blacklist their main domain.
