Makes sense with the URIBL return values, and prevents any other rule from
triggering at the same time. Obsoletes any rule adjustments per comment 15.

Since the BLOCKED indicating return value is entirely non-standard, we are free
to pick any value that fits the DNSxL.

DNSWL return values for the last octet are not bitmask encoded, and the SA
rules use exact matching. Thus, *any* unused return value in 127/8 is possible.
No need to decide on a single bit, but a number, including 255.
