Too busy/disinterested to thoughtfully comment right now, but my 2 cents: - If DNSWL is decided to be removed from SA rules, then only thing needed is to remove it from rules, and maybe a courtesy announce to users list - It's not SA problem to instruct on how to use third party lists.
