It seems to me that SQOOP-1061 (conditions) is a strict super set of SQOOP-1643
(optional fields), right? E.g. with the proposed optional tag, I can say this
field is either always required or always optional. With the conditions I can
say the same plus say that it's required only if some condition. I'm worried
that having this overlapping functionality will be unnecessary confusing.
