IMO, since this in only developer preview, no need to go for a vote or
announcing. To me git tag is enough, since its not a release. When we
stable enough, we should plan for proper release, and then we should go for
a vote. Also as Noah said, I think, its misleading to called it as
"milestone release", and will use it as "milestone" or "developer preview"
