The purpose of adding the English entries to the JA resource file is so that a translator (i.e. someone interested in keeping the Japanese translation up to date, in this case) will see the new untranslated English entries and know exactly which messages need new translations. (It does nothing to help identify existing messages that have changed, though - that's a harder problem that needs more supporting infrastructure.) Anyway, that was just a suggestion.
