I remember being involved -- it had to do with the version numbers not
matching. It seems odd to use Struts Tiles 1.3 with a version 1.1
DTD.
Here's the commit message. The registration was changed instead of a
new one being added. I see no reason not to add it back.

Looks like I'm the one who did that. For the life of me I can't
remember exactly why. It seems like it had something to do with
complaints about the load on apache servers b/c there were a lot of
requests for the 1.3 dtd (or the 1.1 dtd). But I thought the end
result was to *add* the 1.3 dtd not change the 1.1 dtd to 1.3.
