I think that's an argument for adding them to the included website docs. We do have the DTDs (and LiveDTD docs) on the main site, but not under s.a.o/struts-action, which is what we include in the distribution. A Maven plugin for DTDDoc would be nice: http://dtddoc.sourceforge.net/ Prior to that we could just copy them into struts-action/target/site/dtds during the website build and link to them.
