We were going to fix this by only displaying the already substituted version
of the message in the vote and announce forms, but one variable,
`{{VOTE_ENDS_UTC}}`, can only be substituted when the message is sent.
All solutions involving the message body are complicated, so instead I
propose adding an option to allow suffixing the subject with the computed
equivalent of `" (ends 1 Jan 15:53 UTC)"`. This can be off by default and would
be easy to toggle.
