Even from my own testing, subject appending was clearly going to be too
confusing to users as well. Therefore my plan now is to make subject be read
only in the vote and announce forms, editable only via its release policy
template, which then allows `{{VOTE_ENDS_UTC}}` to be used as a regular
template variable again.
