Yes and no.

Yes: Every application -- some of them due to their nature like a
drawing program -- has specific key bindings.

No: There definitely exists some common sense about certain
shortcuts.

Changing shortcuts in OOo doesn't mean to invent some new funny
key bindings, which every user will be suprised about, but to
provide a reasonable set of shortcuts, which obey to the common
sense and are maybe even "better" or more logical than others.

While the usability of shortcut assignment definitely needs some
improvement, I think that there is no need to neglect the "big
picture".

This is why I think that we should elaborate the design and
foundation of the matter while finishing up all the current
issues.

I think that there is no need to make a decision in favour of
one of the aspects.

And it is not "messing around", but clearing up, straightening,
aligning, standardizing, making logical ... :-)))
