Because we want them to get interested in development (or whatever level of involvement fits them).
I never said that. But: Without a page ready to point to, there is no point in asking for a link on the frontpage. You don't point people to a page that reads: "Sorry, under construction"
No question, the project home pages have to be updated before actually changing the links. But we should know whether they will be linked, so we know what should be on the pages.
