Windows >98 reads as greater/newer than Windows 98 even though the
system requirements lists Windows 98. This has caused user confusion
and needless questions to the users group.
I think Windows 98 or later. The same applies for Mac OS X (though we
do make it easy for older OS version users to access the older version
of ooo).
