Current status: Working through Javadoc complaints, which Maven reports
as [ERROR] though Ant considered them warnings.
Many of them are "no description for @throws SAXException". For some of
those I'm just stubbing it out with a generic description and calling
accurate information Technical Debt; it's no worse than it has been. For
others I'm filling in the "obvious" descriptions.
About 200 of these more to wade through. Sigh.
