Update: Found out (better late than never) that the Maven javadoc plugin
can be told to turn off or limit doclint checking. That allows most of
the problems with our javadoc to skate by. Wish I'd seen that before I
started fixing javadocs...
We'll want to make sure a Jira item is open to turn doclint back on and
clean up the javadocs at a future time, but for now I'm gonna grab it
and run with it.
