Moved xalan-test invocation to validate phase, which our
.github/workflows/main.yaml doesn't currently invoke.
In theory, once it's working, we can drop the current pull, move, and direct
invocation of xalan-test from that and instead use {*}mvn validate{*}.
Note that I don't currently seem to have permissions to modify the workflow.
