No worries, and this is a concern for sure. Hopefully if we work on it
in rawhide there will be sufficient awareness if someone does depend
on a net-tools utility that they manually mark that package to be
installed.

If we find things like that I think it safe to be considered a bug, as
the dependency should be declared as a requirement :)
