The error message is: “New registrations are not allowed from your IP address (maximum limit reached). Contact a staff member.” It comes from discussion.fedoraproject.org, it seems. So someone has to contact Civilized Discourse Construction Kit, Inc. (who provide this service on Fedora's behalf) to figure out what is going on, presumably the people who set up discussion.fedoraproject.org on the Fedora side.
