Source-only rust packages (those only shipping noarch -devel subpackages) have been untagged from f32 on purpose by Igor. For reasons I disagree with :) So all the missing dependencies in rust packages (that are shipping binaries) on f32 are there because there are no source-only rust packages on f32 at all ...
