This has already happened. You did not notice it because it did not require x86_64b packages. It's possible to hide most of the effect of the change by not handing higher memory regions to userspace unless it requested it explicitly. This is similar to how things are handled on ppc64le. aarch64 had a similar transition, but opted for a hard break, if I recall correctly.
