I don't even see any .a files in the three or four subpackages I looked at.
There is a libgdal.dll.a in the noarch mingw packages.

to the spec file for now.
four of the five arches are done in the build that's running now. After 24
hours. i686 is the remaining arch.

Probably not. But if you do a followup build please do include the
%undefine _preserve_static_debuginfo
This is not sufficient. I also had to add:
%define _find_debuginfo_opts --no-ar-files
