I think the analysis of the root cause is flawed. For example, "tetex"
does have commits and branches (and tags). It does not have a rawhide
ref (nor main), though, because it apparantly got abandoned since the
dist-git conversion.

Also, what is "retire a repository"? We retire packages. And that is
what we should do with non-empty repos like e.g. tetex, in order to keep
distribution history, unless we decide to make a cut in our history.

We could prune completely empty repos, but really, please re-check:
