accountsservice is likely to be obsoleted soon. The plan is for GNOME
to use systemd-userdb (and I think also sssd?) directly instead.
I would look pretty closely at putting this into malcontent, where it
could live next to existing parental control settings like max
application age rating. We would need to enable malcontent support in
gnome-initial-setup (it's currently disabled), and it would need design
changes, but using the existing parental controls feature sure seems
like the path of least resistance.
