There is no need to bump the NVR if a build has
failed. You can simply do another "fedpkg build"
*once* the builders are back online.

Note also the infra team or rel-eng might just
automatically resubmit all the failed builds in cases
like this. So you should check that has not happened
before re-submitting builds.
