Well, I can answer the second part: riscv hardware is still not fast enough to be able to keep up with the flow of builds in fedora. If we added it today with the best hardware we could get, it would be slower than s390x by a good deal. There's a number of people pressing vendors and watching new hardware releases as they happen.
