The word "gating" sounds unfair to those doing the technical work in
whatever groups you're alluding to.  Also, as you know, people with deep
technical expertise are often very busy.  A gentle nudge will help
sometimes :)

As we know, getting cryptography right is complex work, I'd let the
relevant experts do the technical "gate-keeping" (in good spirit) in
Fedora, rather than have unfettered access to anyone.
