It is trivial to split the distribution in good and ugly sets, and
forbid the good set from depending on the ugly one. What to do once the
extent of the uglyness has been laid bare is another thing altogether.
Users will still resent the ugly bits are not fixed, maintainers will
still resent users are ungrateful, releng will still complain about
compose times and complexity, FPC will thoroughly dislike keeping the
uglyness rules up to date, and someone will have to sort the mess.
