When we moved from Openoffice.org to Libreoffice by default, AOO wasn't a choice at that point and when it did become available, we didn't rush to package it but now that an upstream developer has volunteered to maintain it, we let him do that. We are not switching defaults. We are not promoting it or advocating for it. Just making it available. Same as say Cinnamon. Nothing in our policy excludes it. and FESCo has accepted the proposal.
