That is precisely how it is set up. Indeed, the Scottish and Northern Ireland scraper/parsers are only loosely coupled to the UK Parliament one. If TWFY is given XML data in the right (very simple) format, it just bungs it all up. Local changes could easily be made.

The code is obviously available for others to use (it even has an INSTALL file ;) ), so either approach could and would work.
