Yes, at the moment one has no idea if one is duplicating work. A mechanism that offered a receipt and asked you to enter it would be best since chopping PDF's into bits requires a different kind of effort. One surely wants claim and receipt linked in as well. Ergonomically I'm not sure its very efficient. Typically I'll have a bunch of stuff from one MP I want to type in. Good data entry says you don't want people to mix typing up with fiddling around uploading images (which strengthens my suggestion above).
