I'm not sure how I can reword "it is a deliberate measure to keep zoomed in to maintain its sense of locality". :-) I don't want it to be simple to move to other areas; it's not useful to the purpose of the site (beyond locating a report as already mentioned), and leads to people leaving updates on reports purely to troll (as has happened elsewhere with publicised reports).
