I'm not sure how I can reword "it is a deliberate measure to keep zoomed 
in to maintain its sense of locality". :-) I don't want it to be simple 
to move to other areas; it's not useful to the purpose of the site 
(beyond locating a report as already mentioned), and leads to people 
leaving updates on reports purely to troll (as has happened elsewhere 
with publicised reports). The Design Museum agreed, when FixMyStreet was 
shortlisted for Design of the Year in the Interactive category - "a very 
neat exercise in using constraints positively" :)
