Obviously the best solution would be to do it at the time the user selects
the location.  The later it is in the process the less optimal it is.  The
current solution of *never* telling the user about it is very
unsatisfactory.

It's actually even worse than this.  The user doesn't even have a clue that
you might be telling the council something different from what the user
actually submitted.

At the very minimum the user ought to be copied on the exact message sent to
the council.
