I don't think they are in the public domain, but given their zero commercial value it's probably not worth anyone ever bothering to enforce any rights they might have - especially as all parties pinch material from each other.
While I'm raising the legal question, does anyone know the formal status of party logos. For example, there was a rash of "I agree with Nick" stuff back in April and I'm thinking that *most* of those should have had formal approval for use of the logo, but in practice it doesn't matter usually:
The Liberal Democrat bird logo is a registered trade mark (1447747 and 2384668), so producing a t-shirt with it on without permission could in theory land you in court. I'm not sure about the other parties, but none of them seem to go out of their way to draw the status of their logo to your attention - e.g. with the (r) symbol.
