The problem is that he will have paid a photographer to take the photos.

The photographer has copyright
The person who paid (Woolas) has common law rights because he paid for the
pics so he has a 'right' for it not to be misused.

Paparazzi take photos of people in public spaces - they own the copyright
(or their employers do), but there are no common law rights for those
photographed
