There were some earlier cases that suggested it was OK, but the
judiciary used to find it easier to see exceptions than they do now
(eg it used to be fine to copy a map to add more up to date
information to it).

Well, there's no "fair use" in English law (not any more),  but in US
law the Supreme Court have recognised that parody can be fair use.
