OK, so my paraphrases are a little tongue in cheek. But I do think that the
change of government has created a window of opportunity that didn't exist

Thanks, all very useful. I'm sorry if this conversation is beginning
to resemble Exodus 4:10-16, but is there _anyone else_ who feels
exercised about this who would help (eg by identifying a suitable
minister, thinking through wording) and supply moral support. I'm
aware that I am "just me" and don't represent any particular interest
group or anything, so I assume that what I say will just end up in the
bin.
I'd approach it from a slightly different perspective. I'm a web
developer. I think I can do a better job than Bailii at providing a
service to the public. Who would I approach at the MoJ to ask for access
to the data so that I can do so?
Of course, if your experience is anything to go by, they'll say no. But,
unlike the data itself, the records of any internal communication
related to that decision will be FOIable.
