I think upto now its also been the idea that we (mmbase) give website developers tools they can use (remember we had SCAN for a reason) so my personal view is that the taglibs are the interface most endusers should use. And java developers and core developers use the java api to extend the taglib toolset or modules that are simply to complex in the tags and
abstract them for the website developers.
