I'm not sure if you meant "upstream" in the way that I understand it. So let's
be clear:

Any user of LGPL must make their modifications available to anyone who received
the binary code, under the LGPL.

They do not have to make the modifications public in a website on the Internet.
There are other forms.

They do not have to make them available to someone who did not receive the
binary forms.

They do not have to upstream them. That is, they don't have to submit them to
the original project and go through the process of getting it approved.

They should, but they don't *have* to.
