I was thinking along these lines too. In the IPSEC VPN section of the
Server-Manager is offers a section where you can make the remote server
the WINS server for the network. On the "client" server I set the WINS
server to the internal IP of the "server" server. Would this be a good
solution or do I need to go to each client on the "client" network and
set the "server" server the WINS server?

Thanks.

Change the client machines on one end of the VPN to use the other end of
the VPN's Mitel box as the WINS server. You can only have one WINS
server on the entire VPN if you want everything to appear as one large
network.
