Well, since whatever network the proposal you outline below is intended
for is very obviously not Freenet, I would recommend that you take the
discussion to a group regarding that network. 

I mean, if you are going to assign one single node a task of taking care
of the list - then why do you want to go through Freenet at all, short of
maybe making sure that 90% of the people who want the list will not find
it (for the hundreth time: Freenet does not work by routing requests to
the data, it works by moving the data to where the requests are)?
