Allow me to clarify. The Bandwidth limiting code is working just fine. I am receiving so many incoming requests that even though they are constantly being dropped, I continually get spikes in my incoming bandwidth. The overall level of bandwidth useage is very well capped. However because it is making so many connections all the time it really slows down my normal internet access. The only way I have found to fix this is to greatly lower my total number of connections. However my CPU useage and network load are always near capacity. Interestingly enough my routing times still remain quite low. I am running on a cable modem.
